ADCON’s founder, Mr. Lawrence Dibor, has proven time and time again that he has the ability to take an idea and turn it into a reality.  He has served on the Board of Directors of many organizations including the African American Museum in Philadelphia (AAMP) where he helped to connect the African Immigrant community with the overall African American community in Philadelphia.  Mr. Dibor was the Chairman of the AAMP Celebrate Africa Committee, which he co-founded, and was in charge of organizing the African Art and Cultural Festival 2006.

Mr. Dibor served on the African Arts, African Voices Community Committee as a representative of the African Community in the Philadelphia Area.  This committee was in charge of organizing a four to five month long exhibit and several related events at the world-recognized Philadelphia Museum of Art.

Mr. Dibor is the founder and Interim President of the Igbo-Nigerian Community Organization, Delaware Valley.  The focus of this Organization is on enriching the lives of the community’s children and youth by providing them with a connection to the ethics and culture of the Igbo-Nigerians who have immigrated to this Country.  The first meeting was held on October 3, 2009, and through Mr. Dibor’s efforts, the Community has rallied in support of the organization.   Our children and youth have already started to reap some of the benefits. 

As the President and Founder of ADCON Consultants, Inc., Mr. Dibor has had not only the experience of working in civic life but also in the engineering and construction industry.  With his more than 30 years of professional experience this high school assistance program will be nothing less than a success.

Mr. Dibor is a member of various professional and technical organizations, including the Philadelphia Engineers’ Club where he serves on both the Nomination and Public Relations Committees.  The resources Mr. Dibor has through these organizations will help to contribute to the program’s success.

Engineering     Construction Support     Facilities
GOAL:  The goal of this program is to increase the number of successful minority high school graduates who then either obtain employment in the construction industry, or who obtain a college degree (or degrees) in engineering or construction management.

PROGRAM: ADCON will provide the students with technical training which will enable them to understand the principles of engineering, design and construction support.  It will also provide them with valuable discipline and enable them to become successful professionals in their chosen field as well as in everyday life.  The program will also provide the students with the opportunity to visit various types of facilities to help them understand the engineering design and construction processes.

ADCON will focus primarily on sophomore and junior students who are thinking of pursing employment in the construction industry or a degree in engineering.  ADCON will also assist seniors who have applied or are in the process of applying to universities who offer degrees in engineering or construction management.

BENEFITS:  As the program continues successfully, ADCON will be able to include more students.  Benefits of the program that will be seen by the community are the creation of opportunities for students who would not normally have them and alerting others to opportunities that they were not aware of.  The result will increase their desire to join the workforce or go on to obtain a degree in engineering or construction management.  In either case they will become contributing members of society instead of burdens on the City and the taxpayers. 

With financial assistance from the City of Philadelphia, ADCON will pay every student a wage during the time that they spend training.  This will enable them to see the benefits of working and will help keep them from engaging in irresponsible activities.

Saving one person from a life of poverty by mentoring and providing him with a useable skill will save the City of Philadelphia a substantial amount of money over the course of his/her lifetime.


INTRODUCTION: ADCON Consultants, Inc. is a full service (civil, structural, mechanical, and electrical) engineering design and construction support company.  As an engineering company that has weathered the recent severe economic downturn, we expect that ADCON and others will engage in a business expansion benefiting the community as well as the companies.  This will result in the requirement of a significant number of additional employees.  Accordingly, ADCON is evaluating ways and means to work with the City of Philadelphia in developing a plan which will focus on helping minority high school students who have an interest in the construction industry, specifically in engineering design and construction support, by providing mentoring, guidance, and technical training to provide them with a background which will help them to succeed in these areas.   ADCON has been successful in this effort on a small scale by working with Universities such as Temple and Drexel, by hiring students as part of an engineering co-op program.  Most of these students have either gone on to successful beginnings as engineers or project managers, or have continued their education to pursue graduate degrees in engineering or construction management.
